Exploring Fujimorism at the subnational level: the Regional Governments of Ica, Pasco, and San Martín (2014-2018)
Abstract
During the past years, some studies have proposed that within the Peruvian «democracy without parties», fujimorismo could be an exceptional case of party-building. Some authors have stated that the party is already consolidated while others have emphasized it is on its way to consolidation. Beyond these diagnosis, studies underline some material and ideational assets possessed by fujimorismo that are useful for party-building. These arguments have been developed from the national scene. In this article, instead, we approach Fuerza Popular (FP) from the subnational level. The article has two contributions. First, it looks at the functioning of FP in the subnational arena, field study that has been left aside. In decentralized political systems, political parties have to be functional in the different levels of government, not only in the national. Our study, focused in the three regions in which FP won a regional government in 2014 (Ica, San Martín and Pasco), found that FP has similar assets as other weak Peruvian partisan vehicles. Furthermore, it does politics under the same informal rules that other organizations use. These findings have a second contribution, since they suggest that the studies that deemed FP as a consolidated party or in process of consolidation were, at least, overestimated.
