Environmental governance and conservation: SERNANP and PROHVILLA's efforts in the Los Pantanos de Villa Wildlife Refuge

Abstract

The conservation of wetlands, especially coastal wetlands, is important not only for the ecosystem services they provide but also because it helps counteract the effects of climate change. However, in Peru, these wetlands represent only 0.15% of the total wetland area (MINAM 2014 a: 117). But what actions are being taken? In order to achieve adequate management of Peru's wetlands, the National Wetland Strategy (ENH), approved by Supreme Decree No. 004-2015-MINAM, has proposed strengthening inter-institutional coordination to reduce the environmental degradation of wetlands. In this regard, what inter-institutional coordination mechanisms are being implemented to conserve coastal wetlands? This research analyzes the management and inter-institutional coordination elements of SERNANP and PROHVILLA in their protected natural area, the Pantanos de Villa Wildlife Refuge (RDVSPDV), recognized as a coastal wetland of international importance, as well as the actions aimed at its conservation. This study identifies whether, through such coordination, it is feasible to implement shared environmental governance between both institutions in the management of the RDVSPDV.
